Witkoff incontra Putin: Mosca pronta a riprendere i colloqui tripartiti

L'eventuale ripresa dei colloqui dipenderà anche від питания гарантий безопасности, territorial disputes and the participation of Europe.

Che cosa è successo

After meeting Zelensky in Oslo on 20 October, Steve Witkoff travelled to Saint Petersburg and met Putin at the Konstantinovsky Palace. Witkoff brought documents containing approaches developed in Oslo, where Ukrainian, US and European participants discussed security guarantees, territorial issues, sanctions, energy, reconstruction and possible ceasefire formats. The Putin-Witkoff meeting lasted approximately three hours. Kremlin aide Yuri Ushakov said that Putin considered Moscow generally ready to resume trilateral negotiations in the second ten days of November, with post-war security for Russia and Ukraine as a central topic. Ushakov also said Putin and Witkoff discussed possible large-scale economic projects between Russia and the United States. During the meeting, Putin announced the release of American Stephen Hubbard, a 74-year-old retired teacher from Michigan whom the US State Department had recognised as wrongfully detained. Jared Kushner, who was ill, participated remotely.

Come la raccontano le fonti ucraine

Ukrainian reporting emphasises Zelensky's readiness to freeze hostilities along the current front line, while linking any agreement to strong security guarantees. Zelensky said Ukraine would seek guarantees from the United States and European leaders after a ceasefire and indicated that a peace agreement would need parliamentary support and a referendum. Ukrainian coverage also stressed Ukrainian participation in any negotiations and questioned the reported US demand that Ukraine stop attacks on Russian refineries unless Moscow took reciprocal steps.

Come la raccontano le fonti internazionali

US and European coverage presented the Oslo meeting as the preparation of a coordinated proposal for Russia and as a possible step towards direct trilateral and wider multilateral negotiations. European participants stressed that Ukraine and Russia would eventually have to negotiate at the same table with Europe represented. The Kremlin instead emphasised conditional readiness, a post-war security agenda, possible US-Russian economic projects and its view that the Ukrainian and European proposals contained limited practical value.

Dove le versioni divergono

US and European-linked accounts described substantial working-level alignment and meaningful progress on next steps, whereas the Kremlin said the Ukrainian and European approaches contained little of use. Accounts also differed over whether the Oslo talks focused primarily on a broader framework agreement or on concrete short-term measures involving air defence, energy protection and a partial ceasefire. Trump's statement that Putin and Zelensky did not necessarily have to be in the same room differed from Zelensky's proposal for direct leader-level participation and from Moscow's earlier position that such a meeting should occur only at the final stage of negotiations.

Contesto

The Oslo meeting on 20 October followed US-Ukrainian-EU national-security talks held in Miami about two weeks earlier. Ukraine and its Western partners had been discussing security guarantees, territorial questions, sanctions and post-war recovery. Russia had previously said that a meeting between Zelensky, Putin and Trump would be appropriate only at the final stage of negotiations. Russia launched its full-scale invasion of Ukraine in February 2022.
